- Interesting candidates may have been or will be charged the tuition rate of the New York State resident in-state at CUNY or SUNY College for any reason other than residency.
- Students whose permanent home is not in New York State must have any of the following:
- United States Citizen.
- Permanent Lawful Resident
- A class of refugees which was paroled by the Attorney General and are under his parole/authority regarding admission of aliens in the United States.
- Either a U-Visa, T-Visa, Temporary Protected Status, or Without Lawful Immigration Status.
- Attended a New York State High School for at least 2 years or more. The applicant must have graduated from the NYS high school and subsequently enrolled or enroll at a college in New York State for undergraduate study within five years after obtaining a high school diploma in New York State, or
- Received a NYS high school diploma equivalence and subsequently enrolled or enroll at a college in New York State for undergraduate study within five years after obtaining high school diploma in New York State, or
- Have been or will be charged the tuition rate of the New York State resident in-state at CUNY or SUNY college for any reason other than residency.
- Must have a household or combined federal-adjusted annual income of $125,000 or less.
- Candidate must be pursuing either a 4-year or 2-year undergraduate degree at either SUNY or CUNY college. This also includes the statutory colleges at Alfred University and Cornell University.
- Enrolled in at least 12 credits per term and completed each year with at least 30 credits continuously.
